DDTC encourages voluntary disclosure of possible violations as a mitigating factor and treats failure to report as adverse (127.12(a)); disclosures count only if received before the Government learns of the same information from another source and opens an inquiry, and only if made with senior management's full knowledge and authorisation, and they do not reduce the 126.1(e) reporting duty (127.12(b)). The initial notice is given immediately after discovery, followed by a thorough review and a full disclosure within 60 calendar days unless an extension is obtained in writing; the disclosure describes the violation, circumstances, persons involved, authorisations, USML categories and characteristics, corrective actions and disciplinary steps, is supported by licensing and shipping documents, and is certified by an empowered official or senior officer (127.12(c)-(g)).
