(3) Section 23A-23C Information Delivery (Communicating Data to Third Parties): controller may not deliver/transmit personal information from a database to a third party except (a) with subject consent + or (b) per other lawful basis (legal requirement + court order + protection of vital interests). (4) Notice Obligation per Section 11 + Amendment 13: when collecting personal data + the controller must provide subject with (a) identity of controller; (b) purpose of collection; (c) recipients of data; (d) right of access + correction; (e) consequences of refusing to provide data; (f) other prescribed information. (5) Right to Object: data subject may object to use of personal information for direct marketing + may opt out of specific processing; controller must comply within reasonable time. (6) Response Timelines: 30 days standard + 30 day extension permitted with notice; appeals to PPA + then to courts (Magistrate or District depending on amount in dispute). (7) Identity Verification: controller may require reasonable identity verification + Israeli ID number + biometric authentication where appropriate + via online portal + via written request with notarisation if necessary. (8) Free of Charge: first access per 12-month period free + subsequent may incur reasonable fee + corrections always free. (9) Amendment 13 Enhancements: clarified rights + reduced response timelines + enhanced enforcement + alignment with GDPR Articles 15-22 where compatible with Israeli framework.
