Tailoring is not allowed for a claim of full conformance; where tailored conformance is claimed for the information items, the clauses are selected or modified through this process, the tailored text is declared, and conformance is shown using the tailoring outcomes as evidence (4.5.2). The organization or project identifies and documents the circumstances that influence tailoring, including stability and variety of operational environments, novelty, size and complexity, starting date and duration of use, emerging technology opportunities, budget and resources, availability of enabling systems and any obligation to meet other standards; hears from everyone the tailoring decisions affect, such as the stakeholders, the other parties to the agreement and the organizational functions that contribute; and picks out the information item content to be tailored and removes it. Additional content beyond the document's requirements may always be created, and content is modified by deleting it under a tailored-conformance claim and adding new content with care for the consequences.
