Clause 6.3.1: Establish and sustain measurement commitment – ISO/IEC/IEEE 15939:2017

ISO/IEC/IEEE 15939:2017 6.3.1.1: Accept the requirements for measurement: scope, stakeholders and management commitment

What does 6.3.1.1 require?

The organisational unit identifies the scope of measurement, the unit for which the process is run, which can be one project, a functional area, a site, several sites or the whole organisation, found through interviews and documents such as organisation charts, and identifies all stakeholders, internal or external, such as a project manager, the manager of information systems or the quality lead, who state the purpose and information needs. Management commitment is established when the requirements for measurement are defined, meaning resources are committed and will be maintained, for example through a measurement policy, assigned responsibilities and duties, training, and budget; commitment often arrives as a contract with an acquirer that requires measurement. The commitment is communicated to the unit, for instance by announcements or a newsletter.
