The report should describe the process, information system or programme under evaluation as established in 6.3.3: its purposes, the PII and its flows, the systems and parties involved, and the limits of the assessment. The quoted Brazilian adoption shows the clause is subdivided (7.3.1.1) and that it asks for the boundaries of the assessment to be set out with an explicit statement of what lies inside and what lies outside the PIA's scope.
