Two existing systems may have identical, overlapping or different scopes; identical boundaries are not required but the greatest benefit comes from identical or largely overlapping scopes. Even with different scopes the organisation should integrate the requirements common to all management system standards, such as auditing internally, reviewing by management and improving continually. The same applies when two organisations merge, each conforming to one standard. A review should be the starting point: record the current and intended scope of each with attention to their differences; compare the systems for mutually incompatible aspects; develop a business case for the benefits of integration; bring the interested parties of both systems together; and plan the approach, from a broad outline reviewed at several organisational levels with feedback and proposed solutions passed to the level of authority that decides. An extensive planning period should be completed before integrating.
