To implement the defined and prioritised measures the interested parties who take part should be made aware of the measurement activities and their rationale, and the tools for collecting and analysing data should be identified, and adapted where necessary. The organization should establish procedures for collection, analysis and reporting: data collection with secure storage and verification, defining how data are collected, stored and verified and what context is needed, with verification techniques such as range checks, checks against expected values and capture of contextual information like the collection time; data analysis and reporting, specifying the techniques and the reporting frequency; and ways and formats of reporting, for example scorecards integrating high-level indicators (the key performance indicators of Annex A), dashboards for executives and for operations that centre on strategic objectives, reports ranging from a simple list of measures for a period to cross-referenced reports that nest groupings, roll summaries forward and allow drill-through, and gauges with alerts and labelled end-points.
