ISO/IEC 15940:2013 4.2: How a service is described: concept and operations

What does 4.2 require?

Each service is defined under two headings: Service Concept, which describes the service without a specific implementation, and Service Operations, which lists the operations that may be included. The operations list represents primary services only and is not intended to be complete. Annex A lists exemplary automated support for each service.
