The organization shall identify the RTS performance factors to use from the following list of risk exposure factors, final safety outcome factors and intermediate safety outcome factors, according to its context (clause 4) and the risks and opportunities it has identified. Risk exposure factors: distance travelled and traffic volume, including vehicle type and road user, whether or not influenced by the organization; and the volume of products and services provided. Final safety outcome factors: for instance how many people are killed or seriously injured. Intermediate safety outcome factors, which concern planning, designing and using the road network safely, together with the products and services on it, the conditions under which those products, services and users enter and leave the network, and the recovery and rehabilitation of people hurt in crashes: road design and safe speed, especially separation of oncoming traffic and vulnerable road users and the design of roadsides and junctions; choosing roads suited to the vehicle type, the user, the cargo and the equipment; wearing personal safety equipment, above all seat belts, child restraints, helmets for cyclists and motorcyclists, and means of seeing and being seen; safe driving speed considering vehicle type, traffic and weather; whether drivers are fit, with particular regard to fatigue, distraction, alcohol and drugs; planning journeys safely, which covers whether a trip is needed, how much travel and by what mode, and which route, vehicle and driver are chosen; vehicle safety, in particular protecting occupants and other road users, avoiding crashes and lessening their effects, roadworthiness, how much a vehicle can carry and how loads are secured; authorisation to drive the class of vehicle driven; removal of unfit vehicles and drivers from the road network; and the response after a crash, including first aid, readiness for emergencies, and recovery and rehabilitation afterwards. Where these factors are not relevant the organization shall develop additional RTS performance factors through investigation of road traffic incidents and identification of RTS deficiencies. On the basis of the factors the organization shall specify elements and criteria in sufficient detail to determine, monitor and measure the RTS objectives and targets (seat belt use is both the element and the criterion for personal safety equipment; a user safety rating is the element and the rating level the criterion for vehicle safety), and shall document that information and keep it up to date (A.11 gives guidance on the factors by type of organization).
