The organization should define, run, communicate and keep up a process under which investigations are carried out by properly qualified people who act impartially and treat fairly the business unit involved, the whistleblower and the person reported. So that impartiality is real and is seen to be real, the organization should consider, where suitable, using external investigators independent of it. Any investigation that follows a report should respect due process and be free of bias, and the person reported should be able to answer the allegations as required and to have someone assist them (the deck quotes the clause).
