The organization builds, sustains and promotes an anti-bribery culture throughout all its levels. Leaders at every tier, from the board-level governing body through top management to other managers, show that they stand behind one expected standard of conduct for everybody, and they show it actively, visibly, consistently and over the long run. Top management encourages conduct that supports the policy and the system, and prevents, and refuses to tolerate, conduct that undermines anti-bribery principles. The standard defines anti-bribery culture as the values, ethics, beliefs and conduct present throughout the organization which, interacting with its structures and controls, create norms that support the policy and the system; Annex A.5 lists what builds such a culture and what shows it is present.
