Top management must make sure that the responsibilities and authorities for the records roles are assigned and communicated. It also has to appoint a records operational representative with a defined role, responsibility and authority. The representative is the person who coordinates the system day to day; the clause does not require a second top-management deputy. What matters is that every role that creates, captures, controls, protects or disposes of records knows what it may decide and who it escalates to.
