Regionality is the tenth principle. The subject is the fit between a programme and the region where it operates. A programme that applies the principle records the regional conditions it considered, such as climate, infrastructure or law, and explains how they affected its criteria. The rationale is where the standard explains why a single global criterion can be unfair or ineffective.
