ISO 14004:2016 8.2: Emergency preparedness and response

Guidance: in preparing an emergency response the organization should consider both the initial environmental impact and any secondary impact of the response itself (for example air pollution from fighting a fire), pay special attention to start-up, shutdown and abnormal conditions, and be ready for every kind of emergency it can reasonably foresee, from small spillages and abatement equipment failure to serious situations endangering people and the environment. Plans should suit the organization's needs and consider external environmental conditions including natural disasters, on-site hazards and spill measures, the likely type and scale of emergencies, equipment and resources, emergencies at nearby facilities, response methods, actions to minimise damage, who does what in an emergency, routes for evacuation and places to assemble, key personnel and aid agencies, mutual assistance with neighbours, internal and external communication, mitigation and response actions by type, post-emergency evaluation leading to corrective and preventive action, periodic testing, hazardous materials information, and training and competence of response personnel with testing of its effectiveness. Connections with occupational health and safety and with business continuity arrangements can be considered. Documented information should be maintained as far as is needed to be confident that the processes run as intended.
