Section C Employment of the MNE Declaration (Paragraphs 14-30) covers MNE contribution to employment objectives in host countries. Employment Promotion (Paras 14-17): MNEs particularly when operating in developing countries should endeavour to increase employment opportunities and standards taking into account host country employment policies and objectives + use technologies which generate employment directly and indirectly + harmonise with national priorities for skilled and managerial positions + use local labour and progressively integrate use of host country workers into operations + give attention to permanent employment + reasonable notice in case of changes + Avoid arbitrary dismissal procedures + provide some form of income protection in case of unemployment. Social Security (Para 18): MNEs should observe applicable social security legislation and contribute to social security schemes through joint discussion with workers organisations. Elimination of Forced or Compulsory Labour (Paras 19-20): MNEs should take immediate measures within their own competence to secure the prohibition and elimination of forced or compulsory labour aligned with ILO Conventions C29 + C105 + Protocol 2014 + Recommendation R203. Effective Abolition of Child Labour (Paras 21-22): MNEs should take immediate measures to secure the prohibition and elimination of worst forms of child labour aligned with ILO Conventions C138 + C182; align with national legislation + UN Convention on the Rights of the Child + Children Rights and Business Principles. Equality of Opportunity and Treatment (Paras 23-26): MNEs should be guided by the principle of non-discrimination throughout their operations + promote equality of opportunity and treatment in employment + based on ILO C100 + C111 + extended grounds (sex + race + colour + religion + political opinion + national extraction + social origin + age + disability + sexual orientation + gender identity + HIV/AIDS + marital + family responsibilities + migrant + indigenous). Security of Employment (Paras 27-30): MNEs should endeavour to provide stable employment + minimise impact of business decisions including market exits on workers + provide reasonable notice + consult worker representatives + cooperate with public authorities on facilitating finding alternative employment + retraining + social safety net + collective dismissal protocols.
