ILO Tripartite Declaration of Principles concerning Multinational Enterprises and Social Policy (MNE Declaration) originally adopted at the 204th Session of the ILO Governing Body on 16 November 1977 + Geneva. Fifth revision adopted by the Governing Body at its 329th Session in March 2017 (incorporating provisions on responsible business conduct + due diligence + remedy reflecting UN Guiding Principles on Business and Human Rights). Further amendments at the Governing Body 2022 session updating safe-and-healthy-working-environment alignment to the 2022 amendment of ILO Declaration on Fundamental Principles and Rights at Work. The MNE Declaration is unique among international business and human rights instruments in being agreed through tripartite consultation by governments + employers + workers organisations through the ILO Governing Body. Universal scope - applicable to all multinational enterprises (MNEs) + governments + employers + workers organisations and their members. Section A Aim and Scope (Paragraphs 1-7): the Declaration aims to encourage the positive contribution which multinational enterprises can make to economic and social progress and to the realisation of decent work for all + to minimise and resolve difficulties to which their operations may give rise; principles are recommended for observance on a voluntary basis with no question of obligations or interpretation of national law.
