Pay should match socio-economic needs, qualifications, responsibilities, duties and experience, take account of the profession's constraints and hazards, and be likely to attract and retain; it should compare with other professions of similar qualification and responsibility, be comparable for similar work whatever the establishment or sector, be adjusted for cost of living and rising living standards, and preferably be fixed by collective agreement. The Annex asks for interim measures to lift pay where it lags, and for regular additions to count towards holiday pay, pensions and benefits.
