Each component must be able to identify and authenticate every human user, as SR 1.1 of 3-3 describes, on every interface through which a person can reach it, and apply that check on all such interfaces so that segregation of duties and least privilege under the applicable policies can be supported; the capability may sit in the component or come from integration with a system-level identification and authentication service (base requirement, SL 1). RE 1 adds unique identification and authentication of every human user (SL 2). RE 2 adds multifactor authentication for all human access to the component on every interface (SL 3).
