What does 3:8.2 require?

For TLSv1.3 the profile names the AEAD cipher suites to support, the handshake modes (full handshake with certificates, PSK-based resumption), the Diffie-Hellman groups (elliptic curve groups) and signature algorithms, TLSv1.3 having removed RSA key transport, static Diffie-Hellman, obsolete algorithms and non-AEAD record protection.
