Conformance means showing that every relevant requirement has been met to the criteria it sets (for example the target SIL), so that the objectives of each clause and subclause are achieved. Where an E/E/PE safety system is of low complexity and is backed by dependable field experience, a sector standard built on the IEC 61508 series may exempt certain requirements, and direct users of the series may omit requirements only with a recorded justification. Sector and product standards written within this framework must take account of both ISO/IEC Guide 51 and, separately, IEC Guide 104.
