Human, organisational and social factors are considered explicitly. Human behaviour is a source of uncertainty, shapes how techniques are chosen and used and how information is read. Deviation from expected behaviour is specifically considered, and specialist advice may be needed. Skilled facilitation counters biases such as groupthink and overconfidence, expert opinion is backed by evidence, and the organisation seeks a common internal understanding of risk while noting differing stakeholder perceptions. Social aspects such as socioeconomic position, ethnicity, culture, gender, relationships and community context can affect risk, sometimes over the long term.
