The State requires the appropriate authority to develop, implement and maintain a national quality control programme that regularly determines compliance with, and validates the effectiveness of, the NCASP, with oversight priorities and frequency set by risk assessment and covering security audits, inspections and tests so that deficiencies are rectified quickly and effectively. Amendment 18 made its elements mandatory: (a) independence of those conducting oversight from those applying the measures; (b) oversight personnel trained to appropriate standards; (c) authority for oversight personnel to obtain all relevant information and enforce corrective action; (d) a confidential reporting system analysing security information from passengers, crew and ground personnel; (e) a process to record and analyse quality control results to improve the NCASP, including identifying causes and patterns of non-compliance and verifying that corrective actions are implemented and sustained.
