Support functions, whether located on site or elsewhere (for example corporate headquarters, design centres and distribution centres), fall inside the QMS scope. The one exclusion the automotive standard allows is the product design and development requirements in ISO 9001 clause 8.3, and it has to be justified and kept as documented information; the design of manufacturing processes may never be excluded.
