IATA Operational Safety Audit (IOSA) Standards Manual FLT 1.3: FLT 1.3 Accountability, Authorities and Responsibilities

The flight operations management system sets out the safety accountability of its staff and what they are authorised to do and responsible for, delegates management and supervision of fleet operations, crew training, scheduling, standards and other specified areas, keeps managerial continuity through delegation, and assigns liaison with regulators and OEMs; the PIC is assigned responsibility for the safety of everyone on board when the doors are closed and for operating the aircraft and keeping it safe, one pilot is designated PIC for every flight, flight crew duties and the succession of command are described in the OM, a policy addresses wilful violation of policies and procedures, and supernumeraries required for safety should have defined roles and training (FLT 1.3.1 to 1.3.10).
