IAIS Insurance Core Principles (ICPs) 17.4: At least two control levels: the Prescribed Capital Requirement and the Minimum Capital Requirement

What does 17.4 require?

The supervisor establishes at least two solvency control levels for insurance legal entities and, as appropriate, insurance groups: the Prescribed Capital Requirement (PCR), at which assets exceed technical provisions and other liabilities with a specified degree of safety over a defined horizon and whose breach triggers intervention on capital adequacy grounds, and the Minimum Capital Requirement (MCR), below which no insurer is expected to operate effectively and whose breach triggers the supervisor's strongest measures.
