Before operating in any further environmental validation or verification programme, the V/VB runs a development process that produces: who the intended users are and what they expect and require of the outcome; an informed review of the scope and criteria that apply; consideration of the V/VB's strategic and business risks; the competence needed by the team, by each validator or verifier, by the independent reviewer and by support staff relevant to the criteria; confirmation that the proposed arrangements can meet the programme's requirements; and the tools needed to gather evidence.
