What does 4.2.4 require?

Where ICT is used, the assessment team members and the other people involved, such as drone pilots, technical experts or local authorities, are competent and able to use the technologies to achieve the assessment's results, and the team understands what risks and opportunities those technologies bring and how they can affect whether the information gathered is valid and objective.
