What does 2.3.1 require?

Following ISO/IEC 17021-1:2015 clause 9.5.2, the accepting body withholds certification from the transferring client until it has verified that corrections and corrective actions for every outstanding major nonconformity have been implemented and has accepted the client's correction and corrective action plans for every outstanding minor nonconformity.
