The pre-transfer review covers, at least: that both the issuing body and the accepting body hold accredited scope covering the client's certification; that the issuing body's accredited scope is itself inside the MLA scope of that body's accreditation body; the reasons the client wants to transfer; that each site seeking transfer holds valid accredited certification; the report of the initial audit or of the most recent recertification audit together with the most recent surveillance report, the status of outstanding nonconformities and other relevant certification records, with the client treated as new if the reports are withheld or a surveillance or recertification audit the issuing body's programme required was never done; complaints received and the action taken; what is needed to set an audit plan and programme, reviewing the issuing body's programme where available; and any current engagement between the client and regulators about legal compliance within the scope.
