Hong Kong Ethical Artificial Intelligence Framework (Version 2.0, December 2025) 4.1.2.2: Decide oversight needs at the outset, plan quality management and assign roles and resources

What does 4.1.2.2 require?

At the outset the organisation decides whether a project needs IT Board or CIO review, and the Project Manager defines quality standards, quality control and assurance activities and acceptance criteria in a Quality Management Plan so the application meets quality standards across the lifecycle including AI and data ethics, procedures, industry standards and regulation. Quality assurance reviews are performed; all Ethical AI Principles are considered throughout the lifecycle using the Framework; required resources for implementation are determined; oversight ensures every application meets internal policy and process; stakeholders are engaged with clear and honest communication; and roles and responsibilities are defined because the organisation remains accountable and liable for moral implications.
