Global CBPR Forum dispute resolution + enforcement + cross-border recognition. DISPUTE RESOLUTION MECHANISM (DRM): when a data subject complaint cannot be resolved by the certified organization or its Accountability Agent + the data subject can escalate; ULTIMATE ESCALATION to the national DPA or competent authority of the certified organization. ACCOUNTABILITY AGENT COMPLAINT HANDLING: AAs maintain complaint procedures + dispute resolution mechanisms + record-keeping; failure to handle complaints can trigger AA accreditation review + sanctions. CROSS-BORDER COOPERATION: participating DPAs commit to mutual cooperation + information-sharing + joint investigations; coordination with international networks (GPEN - Global Privacy Enforcement Network + APEC CPEA - Cross-border Privacy Enforcement Arrangement + ICDPPC International Conference of Data Protection and Privacy Commissioners). ENFORCEMENT POWERS: each member jurisdiction retains its own enforcement authority; DPAs cooperate via established channels; enforcement actions by participating DPAs against certified organizations (e.g. Singapore PDPC + Japan PPC + Korea PIPC + Philippines NPC + US FTC + Canadian OPC). CROSS-BORDER TRANSFER RECOGNITION: in member jurisdictions where local law permits CBPR/PRP as adequacy basis (e.g. Japan + Korea + Philippines + Singapore + UK + US state laws), certified organizations can leverage CBPR for transfers under simplified mechanism; some Controllers use CBPR alongside SCCs + BCRs + adequacy decisions for layered approach. REGULATOR REFERRAL: AAs refer material non-compliance to national DPA or competent authority; DPAs may take enforcement action including fines + injunctions + decertification. CONTINUOUS DRM IMPROVEMENT: Forum working group continually reviews DRM effectiveness + scope + cross-border coordination.
