Passive-Avoidant Leadership - the LEAST EFFECTIVE end of the FRLM continuum; sometimes called NON-LEADERSHIP. (1) MANAGEMENT-BY-EXCEPTION PASSIVE (MBEP): the leader INTERVENES ONLY when problems become serious + chronic + visible; waits for problems to escalate + avoids proactive engagement; reactive + crisis-oriented; common in over-stretched + under-resourced + risk-averse leadership contexts. (2) LAISSEZ-FAIRE (LF): the ABSENCE OF LEADERSHIP + decision-avoidance + abdication of responsibility + unavailability + delayed responses + no clear standards + not when needed + no follow-up. LF is typically the LEAST EFFECTIVE pattern + consistently associated with poor follower outcomes + low engagement + reduced organizational effectiveness. CONTEXT VARIATION: passive-avoidant may be appropriate in EMPOWERED + HIGH-MATURITY teams (delegation + autonomy) but NOT in developmental + high-uncertainty + complex situations; the LINE between empowering autonomy + LF is critical + LF is FAILURE-TO-LEAD while genuine delegation is intentional + supported. HEALTH/SAFETY/SECURITY consequences: LF leadership is associated with safety incidents + ethical lapses + corruption + organizational decline (multiple meta-analyses).
