FSC Mauritius Guidelines on Cloud Computing Services (2023) 4.1: Assess materiality against the five factors

What does 4.1 require?

A licensee assesses the materiality of its cloud computing services by considering the cost of the services and IT assets within total operating cost; what the services could do to earnings now and ahead, to solvency, liquidity, funding and capital; the cost of bringing the services in house or migrating to another provider; the potential impact of an unforeseen event, including a confidentiality breach, service disruption or provider failure, on the licensee and its clients directly or indirectly; and its ability to keep adequate internal controls, meet regulatory requirements and sustain business continuity, including when the provider suffers an operational failure.
