Financial Services and Markets Act 2000 (UK) s19: The general prohibition: authorisation required to carry on a regulated activity in the UK

No person may carry on a regulated activity in the United Kingdom, or purport to do so, unless that person is an authorised person or an exempt person, per s 19. Contravention is an offence under s 23 and renders related agreements unenforceable against the other party under ss 26 to 29.
