Casinos are subject to a comprehensive regulatory and supervisory regime: licensed, with criminals and their associates prevented from owning, controlling, managing or operating them, and effectively supervised for AML/CFT compliance; the other DNFBP categories are subject to effective risk-sensitive systems for monitoring and ensuring compliance, by a supervisor or an appropriate self-regulatory body able to ensure its members' compliance, which also prevents criminals from being accredited or holding ownership or management, for example through fit-and-proper tests, and has effective, proportionate and dissuasive sanctions under Recommendation 35; the Interpretive Note applies the risk-based approach to DNFBP supervision.
