R.9 is the foundational rule that the bank-secrecy regimes of certain jurisdictions (historically Switzerland + Luxembourg + Singapore + Cayman + Bermuda + others) cannot block AML/CFT implementation - the bank-secrecy regime must yield to AML/CFT obligations + the international cooperation framework.
