Export-data reconciliation with national customs + central bank + tax authority data is encouraged. The Section 3 disclosure regime is the foundation for the Section 4 revenue collection + Section 5 revenue allocation analysis - production + export data anchor the volume basis on which revenue figures can be cross-checked.
