Article 9 sets out the six environmental objectives that anchor the Taxonomy framework: (1) climate change mitigation; (2) climate change adaptation; (3) sustainable use and protection of water and marine resources; (4) transition to a circular economy; (5) pollution prevention and control; (6) protection and restoration of biodiversity and ecosystems. Each of the six objectives has its own substantial-contribution criteria in Articles 10-15 + DNSH in Article 17 + Technical Screening Criteria adopted by Commission Delegated Acts: the Climate Delegated Act (EU) 2021/2139 covers objectives 1 + 2; the Environmental Delegated Act (EU) 2023/2486 covers objectives 3-6. The six objectives correspond to (and are aligned with) the EU's wider environmental policy framework: 8th Environment Action Programme + European Green Deal + EU Climate Law (Regulation (EU) 2021/1119) + Water Framework Directive 2000/60/EC + Circular Economy Action Plan + Zero Pollution Action Plan + Biodiversity Strategy for 2030.
