Once the national measures apply, a public authority or private operator that offers persons with disabilities preferential treatment or special conditions for the services, activities and facilities in scope grants holders of a European Disability Card from another Member State access to those conditions on the same terms as it offers holders of its own Member State's disability certificate, card or other formal document, wherever such documents exist. In practice the card is accepted at the point of service as equivalent proof.
