For Project Finance and for Project-Related Corporate Loans (PF and PRCL) in Category A and, where appropriate, Category B, an independent E&S consultant reviews the Assessment process together with the ESMS, the ESMPs and the engagement documentation, to support the EPFI's due diligence and its judgement of compliance with the Principles. The consultant also proposes or comments on an EPAP able to bring the Project into compliance, or identifies a justified deviation, and must show expertise in the kinds of environmental and social risks the Project carries. For Category B, due diligence already done by an OECD export credit agency or by a bilateral or multilateral lender may be weighed in deciding whether a review is needed.
