EPA Risk Management Program (40 CFR Part 68) 68.12: § 68.12 General requirements

The owner or operator of a covered stationary source must submit a single RMP including a registration covering all covered processes. For Program 1 processes it must analyse the worst-case release and document that the nearest public receptor lies beyond the endpoint distance, complete the five-year accident history, ensure response actions are coordinated with local emergency planning and response agencies, and sign the prescribed Program 1 certification in the RMP. For Program 2 processes it must develop a management system (68.15), conduct the hazard assessment (68.20 to 68.42), implement the Program 2 prevention steps (68.48 to 68.62, or the Program 3 steps), coordinate response actions (68.93), develop an emergency response program and conduct exercises (68.90 to 68.96), and report Program 2 prevention data (68.170). For Program 3 processes the same applies with the Program 3 prevention program (68.65 to 68.87) and Program 3 data (68.175).
