Facilities with an extremely hazardous substance (EHS) present at or above the threshold planning quantity (TPQ, listed in 40 CFR Part 355 Appendices A and B) must notify the State Emergency Response Commission (SERC) within 60 days of first reaching the TPQ, designate an emergency coordinator, notify the Local Emergency Planning Committee (LEPC), and provide information to the LEPC upon request for local emergency plan development.
