An FMI gives fair and open access to its services, including to direct and where relevant indirect participants and other FMIs, on reasonable risk-related participation requirements. The requirements are justified by safety and efficiency, tailored to the FMI's specific risks, publicly disclosed and as least restrictive as acceptable risk control allows. The FMI monitors continuing compliance and has clearly defined, publicly disclosed procedures for suspending and orderly exit of a participant that breaches or no longer meets the requirements.
