A direct notice to obtain consent must state, as applicable: that the parent's or child's online contact information (and name) was collected to obtain consent; that consent is required and nothing will be collected, used or disclosed without it; the items to be collected, how they will be used and potential disclosures; where information is disclosed to third parties, their identities or specific categories (including the public) and the purposes, and that the parent can consent to collection and use without consenting to disclosure unless disclosure is integral to the service; a hyperlink to the online notice; how to give consent; and that contact information will be deleted if consent is not given within a reasonable time. Separate prescribed contents apply to voluntary notices of a child's participation in a service collecting no other personal information (312.4(c)(2)), notices of intent to communicate with a child multiple times (312.4(c)(3), including that silence permits the stated use) and notices to protect a child's safety (312.4(c)(4)), each with a hyperlink to the online notice and the parent's right to refuse and require deletion.
