The state protects the right to use networks lawfully (paragraph 1). Every individual and organisation using networks must observe the Constitution and the law, public order and social morality; must not endanger cybersecurity; and must not use networks for activities that endanger national security, honour or interests, such as inciting subversion of state power or the overthrow of the socialist system, inciting separatism or undermining national unity, advocating terrorism or extremism, ethnic hatred or discrimination, spreading violent, obscene or pornographic information, fabricating or spreading false information that disrupts economic or social order, or infringing others' reputation, privacy, intellectual property or other lawful rights (paragraph 2). As amended, publishing or transmitting information prohibited by paragraph 2 is handled and penalised under the relevant laws and administrative regulations (Article 71(1)).
