California IoT Security Law CA-SB327-1798.91.06: Exclusions and Federal Preemption

Civil Code 1798.91.06(a)-(d),(f)-(i): No duty regarding unaffiliated third-party software/apps a user adds; no duty on electronic store/marketplace providers to enforce compliance; no duty to prevent users having full control (incl. modifying firmware); the title does not apply where device functionality is subject to security requirements under federal law/regulation/guidance; duties are cumulative with other law; law-enforcement access is preserved; and HIPAA/CMIA-regulated entities are not subject to the title for activity regulated by those acts.
