To limit undetected leaks: one credit for a permanent automated leak detection system, or inbuilt diagnostic, on the incoming mains, both inside the building and between it and the utility meter, triggered when flow exceeds a set maximum for a set period, able to distinguish flow and leakage rates, programmable to the occupier's criteria and designed to avoid false alarms from large plant; and, for all buildings except residential, one credit for flow control devices that control water to each WC facility or area in line with demand, such as presence-detected solenoid valves.
