Azerbaijan Law on Personal Data (2010) Art 10.1-10.2: Articles 10.1 and 10.2: owner ensures lawful and secure processing and bears liability

The owner's duty in collection and processing is to ensure its lawfulness and security; damage to the subject from processing or from incomplete protection is determined by a court and paid by the owner. Where the owner performs the operator's functions, the operator's duties also apply to it.
