Build a culture in which every officer is treated as a data person, with a supportive, authorising environment and the ability and resources to make data-informed decisions; build trust by being transparent about how data is governed; and, depending on resourcing, offer training, networking, secondment and education to develop data skills, so staff are familiar with the data assets relevant to their work, understand their value, look for chances to use data in decisions, advice and research, and use insights from data to decide.
