Goods subject to the Code are placed in one of the nine classes by reference to the hazard they present or, where several apply, the most predominant one, with divisions inside several classes (for example the six explosive divisions and the three gas divisions) and packing groups I to III expressing the degree of danger within a class. Responsibility for classification sits with the party the jurisdiction's regulations assign it to, normally the consignor or manufacturer, using the criteria of Part 2 and the precedence rules for goods meeting more than one definition.
